This vacancy is for a GS-0101-14, FAMILY ADVOCACY PROGRAM MANAGER located in the Department of Homeland Security, U.S. Coast Guard, HSWL WORK LIFE DIVISION. Duty location will be determined upon selection.
Individual Occupational Requirements/Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. You MUST meet the following requirements: EDUCATION: Basic Requirements Degree: Have a degree in behavioral or social science; or related disciplines appropriate to the position. OR Have a combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Have four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. AND To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Serves as subject matter expert for all aspects of the Family Advocacy Program (FAP); Define all policy-related requirements for the Family Advocacy Program (FAP) (e.g., program procedures, records management and disposition authority, forms used, etc.); Responds to written and verbal inquiries from members of Congress, DOD officials, and family members related to Family Advocacy Program (FAP) issues; AND Collaborates with other offices to develop Family Advocacy Program (FAP) training products. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
You will serve as a FAMILY ADVOCACY PROGRAM MANAGER and a technical advisor to the Assistant Commandant for Health, Safety, and Work-Life. The Coast Guard Family Advocacy Program focuses on prevention of maltreatment within family and intimate partner relationships, assisting commands in addressing incidents of maltreatment, and mitigating the effects of maltreatment incidents on mission readiness. The methods used within the FAP to accomplish these goals include primary, secondary, and tertiary prevention efforts using a coordinated community response model. This position is also responsible for systematically and deliberately applying evidence-based information directed toward discovering, disseminating, and applying new or expanded research data concerning domestic violence and child abuse prevention, as well as programmatic collaboration with other Behavioral Health Services Division programs, including Substance Abuse Prevention Program, Suicide Prevention Program, Employee Assistance Program, Health Promotion Program, Child Development Services, and other various Work-Life programs. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Serves as the expert of all issues related to intimate partner and child maltreatment agency wide. Provide technical advice, support, and recommendations to staff, other field units, program managers, and Family Advocacy Specialists (FAS).
