Job Description:
You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the EMPLOYEE SERVICES DIVISION of NAVAL SURFACE WARFARE CTR CORONA DIV.
NT-03: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NT-02 (GS-05 to GS-08 equivalent) or pay band in the federal service or equivalent experience in the private or public sector analyzing financial data to resolve discrepancies for payroll, timekeeping or travel transactions in compliance with applicable laws and financial policies. NT-02: Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower grade level NT-01 (GS-01 to GS-04 equivalent) or pay band in the federal service or equivalent experience in the private or public sector analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. You will serve as a Finance Customer Service Representative for the Command by providing technical guidance and direction to managers, timekeepers, and employees of all working levels on payroll-related issues.
You will research and interpret finance and human resource regulations to decipher conflicting or vague regulations to develop real time payroll solutions for employees, timekeepers, and supervisors in a customer service environment.
You will analyze employee labor inputs to ensure legality of expenditures and processes/approves labor correction cards for the entire command when required.
You will serve as the Travel Compensatory Time Analyst by reviewing all compensatory travel requests to ensure compliance and consistency between the request and time inputs in Navy Enterprise Resource Planning (ERP) and the travel authorizations.
You will develop and maintain weekly and monthly travel compensatory time metrics and reports.
You will apply corrective actions in Defense Civilian Payroll System (DCPS) and notes corrective actions and deficiency trends on reports and track corrections until posted in DCPS.
You will extract various payroll related reports in ERP and DCPS, researching and identifying inconsistencies and performs trend analysis of each report and credit metrics from findings.
You will provide advice and guidance in the area of labor processing including the interpretation of the Financial Management Regulations (FMR) and addresses all timekeeping and labor processing issues.
You will ensure that payroll information is collected and transferred from Navy ERP into DCPS and address employee and management problems.
You will maintain, evaluate and update local instructions and procedures related to time keeping, labor and travel processing. Perform month-end closing duties associated with labor processing.
