To qualify for a Procurement Analyst, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Conducting surveillance on the acquisition processes between the protégé and the mentor to ensure the agreement in place is following the applicable acquisition legislation, regulations, policies, and directives. Performing a comprehensive review of various metric analyses and performance indicators to assess the protégé's progress and evaluate the mentor's contributions. Identifying, evaluating, and mitigating risk that may impact financial stability, compliance, operational efficiency, or market conditions for all stakeholders involved. Preparing reports on investigative findings that include ratings, rationales, and any supportive data or documentation that would support the recommendations for approval, improvements, or disqualification to the Mentor Protégé Program.
Serves as a Procurement Analyst assigned to the Mentor Protege team under the Specialized Support Group within the Subcontract and Small Business Compliance Center.
Administers the DoD Mentor Protégé Program on behalf of the DoD Office of Small Business Programs (OSBP) for agreements issued by DoD Departments and Agencies.
Reviews forecasted cost schedule, along with developmental tasks and milestones reported by the Mentor.
Conducts surveillance, reviews and performs analytical evaluations of Protégé performance reports administered by DCMA to determine the success and impact of the Mentor Protégé Program.
Validates, and ensures accuracy of Protégé's reported data including DoD and Federal contract awards, employee count, and annual gross revenue.
Participates in early administration kick-off meetings and briefs Mentors and Protégés on program reporting requirements.
Tracks overall Mentor Protégé Program performance related to DoD prime or subcontractor awards to small business firms.
Establishes and maintains liaison with other DoD components, Federal agencies, and professional and trade associations, relative to the Mentor Protégé Program accomplishments, and issues.
