The Utility Systems Repairer-Operator performs work that primarily involves repairing and operating several utility systems at the Loch Raven VA Medical Center. Such work requires the incumbent to start, stop and regulate the utilities and their system components for optimum efficiency and to troubleshoot, maintain and repair them. Preventive maintenance will be accomplished according to predetermined routine guidelines on various mechanical equipment and systems.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Major Duties include but are not limited to: Routinely, the incumbent operates, troubleshoots, maintains and repairs the following utility systems: Air Conditioning Systems, Pneumatic Tube System, Garage Carbon Monoxide Monitor, Medical Gas Systems, Steam Distribution System, Water Distribution Systems, Electrical Distribution System, Natural Gas Distribution System, Vertical Transportation Systems, Refrigeration Systems, Miscellaneous Communication Systems Knowledge of a variety of building trades Responds and resolves emergency heating, ventilation and air conditioning calls, such as chilled water leaks, HVAC failure, extreme temperatures, etc. Makes necessary repairs and/or adjustments and determines the need for assistance/repair by a more specialized mechanic Performs routine preventive maintenance and repairs of all types of mechanical equipment Works with computer-based Energy Management Systems and monitors and controls HVAC conditions Basic maintenance and repairs of various mechanical systems including, but not be limited to, repacking and repairing pumps, installing valves, replacing motors and repairing plumbing leaks Basic maintenance and repairs of electrical and electronic systems, including, but not be limited to, restoring electrical power and resetting electronic based systems Maintains records, logbooks, data sheets, stock materials and supplies and performs housekeeping duties in control and mechanical areas Utilizes various tools and equipment of the building trades, including measuring, monitoring and test equipment to monitor, repair and operate the utility systems Following instructions and operating procedures and conveying ideas both orally and in writing Responsible to stabilize and, if possible, resolve all utility system and emergency or alarm situations that arise during the shift Responsible for monitoring, repairing and operating one or more of the A/C chillers and energy management control systems according to standard operating procedures Responsible to ensure that steam pressure is always maintained to the medical center Responsible for changing charts, receiving fuel oil shipments, monitoring the central liquid oxygen level and preparing orders for materials and/or services required to carry out duties and is subject to callback during off-duty hours for irregular or emergency situations Performs all preventive maintenance of various mechanical equipment and systems Work Schedule: Rotating shifts Position Description Title/PD#: Utility Systems Repairer-Operator/PD512-21034-O Physical Requirements: Must be in a satisfactory physical and mental condition and fit for duty at all times, excluding body maintenance items. He/she will be required to bend, stoop, crawl, walk, climb, jump and lift heavy objects for moderate time durations. His/her efforts will vary depending on the task to be performed. Working Conditions: The incumbent is occasionally subject to very uncomfortable and possibly dangerous working condition. His/her tours of duty are accomplished independently on a rotating shift plan. He/she is required to mix and handle chemicals for chilled water treatment. He/she will be required to work in varying degrees of temperature. He/she may be exposed to hazards such as electrical shock. He/she will be required to work on ladders, platforms, mechanical rooms and carry heavy objects up and down stairs.
