You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Corporate Business Office Division of NAVAL SURFACE WARFARE CTR CORONA DIV. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $159,716).
TO QUALIFY FOR THE NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading risk management and process improvement programs to conduct business assessments, manage internal controls, and drive efficiency for the enhancement of organizational performance and strategic alignment with agency objectives. You will lead Corporate Planning initiatives and serve as the Command's Integrated Risk Management (IRM) and Continuous Process Improvement (CPI) program manager in the Corporate Business Office Division.
You will provide expert level advice and guidance in the areas of risk management, process improvement, and various Command level technical and business health assessments.
You will lead the development of Command level business assessments to include the Technical and Business Capabilities Health Assessments, Facility Health Assessment, Customer Satisfaction Survey, etc.
You will serve as the Command's functional area expert and will be responsible for the effective execution of the program to include coordinating and conducting annual training.
You will ensure proper risk assessment and internal control evaluations and assessments are in place for all assessable units, corrective action plans are properly identified and executed, and annual certification statements are completed.
You will conduct periodic and annual reviews of Assessable Unit (AU) processes, products, and outcomes to validate internal controls are in place.
You will collaborate with AU Managers on process improvements and mitigation strategies for identified internal control weaknesses while also providing recommendations to improve the effectiveness and efficiency of processes and operations.
You will collaborate externally with peers across NAVSEA and the NAVSEA Warfare Centers in Community of Practice meetings and working groups.
You will interpret higher level and local policies and ensure that Command IRM Program reporting requirements and documentation are completed in a timely manner and communicated throughout the organization.
You will execute the program to improve quality, reduce cost, increase productivity, and improve process cycle times.
You will lead process improvements, coordinate with teams, develop strategies, and execute plans.
You will manage diverse assignments with attention to detail, interacting with internal and external stakeholders.
You will formulate strategies, develop objectives, set priorities, lead change, and defend positions consistent with the Command and Department strategic direction and Division goals.
