You will serve as a Motor Vessel Captain Supervisor II in the Port Operations Division of NAVAL STATION EVERETT. This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

The Screen-out Element for this position is: ABILITY TO LEAD OR SUPERVISE 1) Navigating and maneuvering a large yard tugboat alongside naval and/or civilian vessels to assist in berthing; 2) Performing administrative and planning duties (data calls, advising the Installation Commanding Officer, coordinating and scheduling ship moves; 3) Performing routine maintenance of the tugboat to ensure proper operation; 4) Leading subordinate workers while the tug is underway. Additional qualification information can be found at: https://www.opm.gov/policy-data-oversight/classification-qualifications/federal-wage-system-qualifications/#url=List-of-Approved-Job-Elements ***This position has a requirement of maintaining a U.S. Coast Guard Merchant Mariner Credential (MMC) endorsed as Master of Towing Vessels-Inland with Unlimited Radar Observer; or a Merchant Mariner Credential endorsed as Master of Self-Propelled vessels of less than 500 Gross Register Tons (GRT) upon Inland Waters (or larger license) with Unlimited Radar Observer holding either - A completed Towing Officer's Assessment Record (TOAR); or A MMC endorsed for Master Towing Vessels.*** Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will navigate and maneuver a large yard tugboat safely with water borne craft alongside.
You will analyze tides and currents to anticipate water levels and plan tugboat operations.
You will supervise crew members and monitor material conditions of assigned vessels to support port operations.
