The incumbent serves as the Health Technician for the Outpatient Primary Care Teams and Specialty Clinics in the Medical VA careline at the Rochester outpatient clinic and Canandaigua VA Medical Center. The incumbent is responsible for providing clinical patient support activities as well as for providing general clerical and administrative support for all patient related activities. **Position will be based out of Rochester Outpatient Clinic but will travel to Canandaigua VAMC as needed**
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/30/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS06 position you must have served 52 weeks at the GS05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. English Language Proficiency Requirement: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to perform the duties of this position. ~AND~ In addition to the English language proficiency requirement, in order to qualify for this position at the GS-6 level, you must meet one of the following minimum qualifications: Specialized Experience: One year of specialized experience equivalent to at least the GS-05 grade level in Federal service that has required application of the knowledge, methods, and techniques of this position. Examples of qualifying specialized experience include: Ability to perform a wide variety of blood collection of a responsible nature requiring a representative knowledge of clinical science to understand the multiplicity of tests and specimen requirements, the mechanics of vein puncture and patient preparation; The ability to demonstrate versatility of skill in rapidly proceeding from one patient to another to perform multiple and simultaneous collection using accurate patient and specimen identification procedures, Experience setting up equipment for all phlebotomy procedures, making sure that all phlebotomy and ancillary equipment is functioning to standard, and Experience in accuracy in gathering patient-related clinical information as well as proficiency in the clinical skills necessary. ~OR~ Education: Half a year of graduate education (usually 9 semester hours) that is directly related to the work of this position. One full year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts required. ~OR~ Combination of Education and Experience: An equivalent combination of specialized experience and graduate education as described that demonstrates your ability to perform the duties of this position. Transcripts required, and experience must be detailed in your resume to receive credit. Preferred Experience- At least 1 year of specimen collection experience, knowledge of CPRS and VISTA; Experience working in a medical laboratory performing specimen collection and specimen processing highly preferred. Phlebotomy / Specimen Procurement - Explain work requirements and procedures, giving special instructions with regard to difficult procedures, specimen collection and test analysis. -Conduct on the job training of employees who need skill development or enhancement. -Perform a wide variety of blood collection of a responsible nature requiring a representative knowledge of clinical science to understand the multiplicity of tests and specimen requirements, the mechanics of vein puncture and patient preparation. The collection will be from a variety of inpatients, outpatients and employees. The employee will be expected to demonstrate versatility of skill in rapidly proceeding from one patient to another to perform multiple and simultaneous collection using accurate patient and specimen identification procedures. -Performs all cleric, al duties required of the position, including: work lists, logs, etc. -Instruct students, volunteers and trainees in the performance of phlebotomy and test procedures with the information and experience required to understand underlying disease processes and inform the ward and/or physician if unable to obtain specimen. -May be called on to familiarize medical residents and Medical Center staff on the technical aspects of Phlebotomy. -Sets up equipment for all phlebotomy procedures, making sure that all phlebotomy and ancillary equipment is functioning to standard. -Reports changes in patient status i.e., vital signs, oxygen saturation, diaphoresis, change in skin color, level of consciousness and reports the changes to MD/RN. Administers diagnostic testing and assists with procedures Performs a range of support duties including specimen collection and assisting with tests and procedures to diagnose and treat patients' medical conditions. Tests may include Accu-checks, EKG's Pulse Oximetry and other applicable testing. Monitors patients for adverse reactions, reports observations to health care provider or registered nurse, and takes corrective action based on established policy or upon instructions from professional health care provider. Provides clinical and technological support. - Provides a range of supportive clinical skills in screening outpatients and can assist in procedures performed in the Primary Care Clinic or in the Specialty Clinic. -Demonstrates clinical knowledge in order to provide individual or group patient and family education. -As a well-prepared individual, this position requires accuracy in gathering patient-related clinical information as well as proficiency in the clinical skills necessary. Maintains patient or administrative records. - Maintains patients' records/charts. -Knowledge of medical terminology, symbols, abbreviations, medications, and laboratory test, diagnostic tests preps for individual procedures, and related specialized examinations to accurately record on appropriate paper forms and in the computerized medical record. -Collects data from patient's records and prepares summaries of records in response to a variety of requests. Reviews and screens requests for information. -Assembles and issues data for various purposes. -Files individual documents or information in records. -Performs clerical work in support of the care and treatment given to patients such as receiving patients or maintaining patient files. -Responds to technical questions regarding patient rights, responsibilities, and medical eligibility for care.
