Job Description:

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. The position is the Manager for the Wide Area Augmentation System (WAAS) Team and will report directly to the Group Manager.
There is no timeframe requirement at the Level IV/FV-I to compete. Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. Experience that demonstrates an extensive knowledge of and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems. Generally, experience at the next lower level Pay Band I/ Level IV or GS/GS-13 or equivalent, meets the minimum qualifications for this position as long as the experience supports the demonstrated abilities identified below. Specialized Experience is: Experience leading multi-disciplinary teams in the maintenance, operations, restoration, and performance of WAAS operations and services, domestic and internationally. The incumbent will manage a multi-functional organization engaged in working on complex technical projects and programs related to the real-time operation, availability, and reliability of the services and products provided to the users of the WAAS. Directs the work of subordinate employees and has authority to provide direction to assigned specialists by setting priorities and deadlines, assigning tasks and responsibilities, establishing work schedules, approving leave, and ensuring adequate shift coverage for the accomplishment of work assigned to effectively manage the NAS infrastructure. Additionally, monitors and evaluates performance, coaches, and develops staff, and manages conduct and discipline as appropriate.Manages 24/7 operational team responsible for day-to-day NAS operations performing oversight of FAA owned WAAS equipment and services. The team is responsible for the daily certification of the WAAS and event-based certification of the Signal Generation Subsystem and Wide-area Reference Stations in Canada and Mexico. Applies advanced knowledge of the technical aspects of the work directed, advanced knowledge of budget, human resources, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision, and detailed knowledge of the applicable Collective Bargaining Unit agreement(s) and other administrative policies and procedures, and an understanding of the vision and objectives of the organization when communicating plans and strategies. Collaborates on a national level making real-time decisions or operational adjustments to manage enterprise level events and prevent/ mitigate NAS operational impact. Integrates the work of programs to accomplish the mission. Manages the maintenance, operations, restoration, and performance of WAAS operations and services, domestic and internationally. Leads cross organizational teams to coordinate and resolve issues in order to ensure WAAS operational services meet established organizational goals. Defines, allocates, and manages resources and requirements for a virtual organization located across the Nation. Identifies efficient and effective uses of resources while ensuring cost effective business solutions and services are implemented and/or validated. Creates and maintains a supportive work environment that promotes collaboration and open communication between employees and management. Inspires, coaches, and guides staff members in accomplishing desired goals within a complex and changing environment. Promotes, supports, and participates in the FAA EEO Program. EEO issues are identified, resolved, and coordinated with EEO official as required. Incumbent is responsible for membership and coordination with the Purposeful Interference Response Team (PIRT) for reporting of US Government Space interference events. This responsibility requires discussions and meeting with the Department of Defense (DOD). Receives GPS Vulnerabilities briefings from the USCG Navigation Center (NAVCEN), DOD, Department of Homeland Security (DHS) and the Federal Communications Commission (FCC). Individual and organizational performance is reviewed periodically through organizational performance measures to determine success in achieving planned results. The WAAS Operations Team Manager has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic objectives of the major subdivision and LOB/SO. This position requires a Secret level security clearance and is a testing designated position.
