To qualify for a Management and Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-12 Develops methods, procedures, and reporting systems for measuring the effectiveness of operations. Review and examination of a full range of standard to difficult and complex travel vouchers and invoices involving travel reimbursement, the purchase of goods and services, and other miscellaneous expenses. Develop or revise administrative instructions, directives, and procedures for use throughout the overall organization. GS-13 Research and compile background and historical data in the development of multi-year budget estimates and justifications. Prepare budgetary status and expenditure progress reports and budgetary support memoranda in accordance with directives and guidance. Utilizes DFAS information systems and the ability and skill to identify, extract, and manipulate relational data from multiple electronic sources into useful, accurate reports and files. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
If selected at the GS-12 level, duties will be performed in a developmental capacity:
Performs complex budget data analysis processes through organizing budget data into worksheets, consolidating, examining and analyzing data.
Monitoring the commitment, obligation, and expenditures of allotted funds to ensure resources are allocated properly; assess effective budget execution and ensure funds are being executed timely, efficiently, and as authorized.
Reviewing requests for allotments of funds; analyzing budgetary and financial data plans for consistency with financial plans, policies, and timetables.
Plan, organize, and carry out a major, substantive budget analysis, calculation, development, formulation, and execution for significant programs.
Processes commercial, travel and operational payments in accordance with DFAS voucher payment procedures, the Joint Travel Regulation (JTR), and DoD Financial Management Regulation (DODFMR).
