This position is located in the Office of Public and Intergovernmental Affairs.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience as described below: Specialized Experience: You must possess one year of specialized experience (equivalent to at least the next lower grade GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: providing special expertise and knowledge in senior intergovernmental affairs and independently planning and conducting projects required for the accomplishment of oversight, evaluation and improvement of programs/services. You will be rated on the following Competencies for this position: Attention to Detail Interpersonal Skills Reasoning Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Major Duties include: Serve as a senior advisor to the DAS, IGA, within the Office of Public & Intergovernmental Affairs with responsibility for dealing regularly with policy issues that relate to the VA's intergovernmental affairs activities. Conducting major studies of programs with intergovernmental implications and Keep abreast of VA issues, proposed policies, plans, and programs, as required. Serve as a recognized authority in comprehensive analysis and evaluation of major programs, policies, strategies and sensitive issues that pertain to intergovernmental affairs. Advise the DAS, IGA, in the development of Departmental policies, plans and procedures for a comprehensive intergovernmental affairs program. Represent the DAS at briefings and conferences with senior VA management officials on matters that relate to intergovernmental affairs. Serve as an authority in the development and the interpretation of intergovernmental affairs program. management guidelines, policies, regulations and/or legislation. Oversee the implementation of new policies, procedures, programs and initiatives. Establish and maintain contacts with internal and external stakeholders; engage in dialogue with State, local, and tribal governments as well as with other stakeholders about their needs and concerns. Meet with Federal, State, local, and congressional officials and their staffs to keep abreast of developments that to explain VA policies that pertain to the Office of Management and Budget (OMB). Identify, analyze and monitor complex legislative developments and regulatory decisions. Perform various administrative functions to support general office operations. Functions include, but are not limited to, the following: oversee logistics planning; review all correspondence and other materials.
