Job Description:

This position is located at Departmental Offices, Deputy Assistant Secretary for Human Resources/CHCO, Office of Human Capital Policy. As a Supervisory Human Resources Specialist, you will be responsible for the development of Human Resources policy for the Department of Treasury.
You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience for GS-15 - You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes experience overseeing a Human Resources Policy organization and/or writing and developing federal Human Resources Policy; AND Researching and analyzing issues, advising senior management, and developing sound programmatic recommendations to resolve Human Resources issues. The experience must demonstrate experience with a range of federal Human Resources Programs (Staffing, Position Classification, Employee & Labor Relations, Benefits, Pay & Leave, etc.) Note: Experience solely in one area of program operations is not qualifying for this position. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
As a Supervisory Human Resources Specialist, you will: Assist in the design, content, and execution of a broad range of human capital programs including Staffing, Classification, Compensation, Employee and Labor Relations, Performance Management, Leave and Benefits. Provide authoritative interpretation of new or modified legislation, regulations or other guidance material, including judicial and administrative decisions; Executive Orders; Office of Personnel Management (OPM), Departmental and other organizational directives. Translates new legislation or regulations into program goals, actions, and services, and interprets the impact of Federal human capital reform on current Treasury human capital programs. Advise and make recommendations to the Director and other executives in the Office of the Deputy Assistant Secretary for Human Resources/Chief Human Capital Officer (CHCO) in the formulation and issuance of all documents that establish human resources policies and program directives applicable across the Department.
