To qualify for a Management and Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Advising on civilian manpower management policies, principles, and guidance to assure that manpower policies and patterns provide for the most effective placement of available civilian and military authorizations. - Managing, and developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. - Advising on military command structure, missions, program, and organizational relationships in order to apply OMB Circular A-76, Performance of Commercial Activities requirements. - Advising management on pertinent laws, regulations, policies, and precedents to develop agency manpower policies, procedures, and processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Serves as the senior program analyst responsible to manage, plan, and advise on human capital strategies and initiatives.
Builds and operationalizing processes that ensure timely data loading, maintaining the accuracy and relevance of data essential for determining DLA manpower requirements CONT:
CONTD: enhancing processes, and conducting training and professional development activities.
Identifies and analyzes key implementation issues and challenges, recommending solutions based on sound judgement.
Suggests improvements to internal processes and implementing technology solutions cost effectively by clearly communicating project requirements to stakeholders and high-level officials.
Recommends process improvements, quality enhancements, cost reductions, and establish appropriate metrics and controls. Identifies, communicates, and resolves data gaps that affect the DLA mission areas and functional requirements.
Oversee the conversion of data into insights for informed Agency-wide decisions, identifying and documenting potential data sources for project requirements, and CONTD:
CONTD: making recommendations with significant implications on support, funding, implementation, and workforce development.
