THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This ND National Guard position is for a RESOURCE MANAGER, Position Description Number D0977P01 and is part of the ND JOINT STAFF, National Guard.
PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. MILITARY GRADES: 2LT (O-1) - MAJ (O-4) AREAS OF CONSIDERATION: Area I: All onboard NDNG Federal Employees (Tenure 1 & 2) Area II: All onboard NDNG Federal Employee (Tenure 3) Area III: All NDNG military members Area V: All U.S. Citizens QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. SPECIALIZED EXPERIENCE: Applicant must possess the required one year of specialized experience at the GS-11 grade level or civilian equivalent which includes: 1. Comprehensive knowledge of planning, programming, budgeting and executing policies, guidelines and processes, 2. Experience in identifying analytical resolution and reasoning of budgetary problems associated with program execution, and 3. Experience in planning processes (including strategic planning), project management, budget formulation, and procurement.
As a Resource Manager, you will accomplish the management and financial administration of programs under the control of the CFMO, along with supervising the work of the function. Serves as a principal advisor to the CFMO regarding resource management. Initiates, administers, and executes necessary actions for CFMO programs. Serves as a member of the Program Budget Advisory Committee (PBAC). Oversees and performs program analysis, including planning, programming, budgeting, funds allocation, procurement, accounts management, internal controls, and reporting. Provides expert guidance in the development and preparation of budget submissions, execution and closeout. Analyzes and interprets historical information and determines cost-factors for negotiated agreements. Coordinates plans and schedules with other organization managers and customers as appropriate. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
