Job Description:
You will serve as an EQUAL EMPLOYMENT SPECIALIST in the HUMAN CAPITAL MANAGEMENT GROUP, EEO DEPARTMENT of NAVAIRWARCENAC DIV.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or DA-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing comprehensive counseling to potential EEO complainants including information on the informal and formal discrimination complaints process; 2) Processing formal complaints in accordance with EEOC (Equal Employment Opportunity Commission); 3) Conducting fact finding inquiries to resolve disputes; 4) Providing advisory services to management and supervisors; 5) Providing advice and guidance to employees, union officials, and agency representatives; 6) Seeking resolution of complaints through Alternate Dispute Resolution (ADR) techniques including mediation; 7) Conducting studies and surveys or developing questionnaires to identify issues or barriers to equal employment opportunity as needed for assigned program; 8) Overseeing discrimination complaints tracking program; and 9) Preparing formal complaint correspondence and meeting activity specific reporting requirements in accordance agency requirements. You will provide EEO counseling to employees and applicants by performing fact-finding, trend analysis, and attempting resolution while interacting with all levels of employees and management during the informal complaint stage.
You will develop portions of the activity’s Affirmative Employment Program (as documented in the Annual EEO Program Status Report or MD-715) and monitor progress in achieving goals and objectives of the plan, and evaluate the results.
You will develop, coordinate, review, and evaluate programs targeted for members of protected classes or groups at an assigned geographic location or within the Aircraft Division.
You will analyze workforce competencies to identify particular occupations and lines of progression (career ladders) in which members of protected classes or groups are underrepresented.
You will conduct studies, surveys or questionnaires as needed to identify issues or barriers to equal employment opportunity when necessary for fact-finding and/or as requested.
You will identify systemic and/or other personnel-related issues affecting members of protected classes or groups.
You will apply laws, rules, regulations, principles, and practices of the Americans with Disabilities Act to provide reasonable accommodation to qualified individuals with disabilities who are employees or applicants for employment.
