Job Description:

You will serve as a SUPERVISORY PROGRAM ANALYST in the Naval Education & Training Command (NETC), Recruiting Policy and Waivers Division (N35) of NVRECRUITNGCMD.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying recruiting principles, concepts, regulations, and statutes to interpret and apply new policies and directives, to rectify major problem areas in recruiting operations, conflicts, and to resolve broad policy issues, 2) Advising top management officials on issues in assigned recruiting/retention areas of implementing laws, regulations, and policies, 3) Preparing written and oral correspondence and briefing command leaders with recommendation and justification for changes, 4) Researching and creating reports analyzing facts, identify problems, report findings, make conclusions, and recommend corrective or other appropriate action, 5) Negotiating with leadership, particularly when the policy in question is sensitive in nature, has significant public relations implications, congressional interest, or may be unpopular internally or with external organizations. You will represent Navy Recruiting Command regarding policy issues when attending meetings, seminars and conferences.
You will be responsible for ensuring all assigned tasks within the division are completed in a timely and accurate manner.
You will make, approve or recommend selections for subordinate positions, evaluate performance of subordinate personnel, recommend incentive and performance awards, develop or recommend changes to position descriptions, etc.
You will make decisions on training needs and requests, approves leave requests, reviews and recommend disciplinary actions to higher officials, and manages employees’ time cards within SLDCADA.
You will provide guidance, interpretations, and/or briefings on current and proposed polices for the recruitment and retention of individuals for naval service to a wide variety of individuals, managers, and key officials.
You will prepare research on recruiting-related issues and drafts proposals on action initiatives for presentation to decision-making officials.
You will prepare guidance and procedures, coordinate implementation of such guidance, and evaluate effectiveness of guidance on program performance.
You will compile and analyzes data to identify trends, deficiencies and accomplishments related to recruiting and retention issues.
You will prepare reports and presents briefings to inform officials of analysis results for use in the decision-making process or for in-progress status information.
You will hear and resolve employee grievances or complaints, make decisions on work problems presented within the division.
