Job Description:

You will serve as an ENGINEER in the NAVSURFWARCEN PORT HUENEME DIV, SENSORS WEAPONS & LAUNCHERS DEPT, of NAVAL SURFACE WARFARE CENTER. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level ND-03 (GS-09-11 equivalent) or pay band in the federal service or equivalent experience in the private or public sector as a professional engineer applying advanced theories, concepts, or principles to identify and resolve problems in the test and evaluation of missile systems for compliance with technical standards. You will serve as the technical leadership and project management for the design, development, and deployment of advanced test equipment for the MK 41 Vertical Launching System (VLS).
You will develop comprehensive technical documentation packages, including design specifications, testing procedures, and maintenance manuals.
You will provide expertise in research or development of new or improved systems or equipment, advancement of technology, or resolution of controversial or novel problems.
You will manage a team of engineers, ensure efficient tasking, mentor, and support while you deliver high-quality solutions in support of multiple Navy programs.
You will provide day-to-day management of engineering personnel within the Automated Test Equipment Branch.
You will evaluate team performance while providing coaching to achieve optimal results.
You will provide technical leadership to a group of engineers, scientists and technical support staff.
You will provide expert guidance in system design, integration, and test validation, oversee project execution to ensure compliance with technical standards and Navy program requirements.
You will facilitate communication between engineering teams, logistics teams, and external contractors to ensure seamless integration of test equipment and lead test equipment requirements and design reviews.
You will oversee the development and sustainment of test equipment, including prototype testing, troubleshooting, and lifecycle upgrades.
You will develop or test new equipment/materials/concepts that significantly add to the operability and usefulness of what exists or develops new equipment/systems having new features.
You will mentor engineers to promote professional development and technical expertise.
You will possess the ability to motivate, train, and work effectively with team members possessing a variety of backgrounds and training.
You will serve as the subject matter expert for troubleshooting complex test equipment issues.
You will Identify and implement process improvements to enhance engineering productivity and quality, as well as leading initiatives to standardize development and testing practices across the branch.
You will design new work processes and procedures to improve productivity and value added from fleet products.
You will coordinate and iterate work activities of several organizational problems and develop timely and economical solutions.
You will develop and oversee project schedules to meet critical milestones and delivery timelines, coordinate resource allocation across multiple concurrent projects, and monitor project budgets to ensure cost-effective execution.
You will participate in Integrated Product Support (IPS) planning and ensure adherence to Navy lifecycle management policies.
