This position is located in the Architect of the Capitol (AOC), Equal Employment Opportunity Division (EEOD). As a senior specialist, the incumbent is responsible for the day-to-day operations of the Affirmative Employment Program, with oversight of the AOC’s Special Emphasis Programs.

It is available for your review on the OPM website at OPM qualification standards In addition, the following Specialized Experience is required: Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal Service. (1) Experience in the development and execution of an Affirmative Employment Program. (2) Experience evaluating new and complex legislation, public laws, regulations, policies and procedures related to Affirmative Employment Programs. (3) Experience performing high-level analytical, evaluative and coordinative work associated with a wide range of topics and issues. (4) Experience establishing barrier analysis teams and overseeing or conducting barrier analysis to determine the root cause of low representation or other identified barriers, and developing and monitoring plans to eliminate barriers to equal opportunity.
The individual selected for this position will perform the following: Responsible for the development and execution of the AOC Affirmative Employment Program. Establishes and executes an Affirmative Employment Program to help the AOC achieve parity in the workplace and to identify and eliminate barriers to equal opportunity. Studies and evaluates new and complex legislation, public laws, regulations, policies and procedures related to AEP to determine the impact on AOC programs and resources, and recommends changes, expansions, or revisions. Reviews systemic factors related to AOC-wide effectiveness and recommends corrective action and changes as necessary. Research and analyzes complex, high-profile issues, problems and proposals affecting the AOC. Establishes relevant workplace demographics, appropriate benchmarks and the mechanism to assess the AOC’s representation in all aspects of the employment cycle, while designing a structure for effective management, accountability and self-analysis. Responsible for designing, developing and implementing a comprehensive special program plan for recruiting, hiring and advancement of IWD specific to AEP requirements. Presents training and briefings on program areas. Conducts and/or reviews results of workplace studies, grievances, investigations, questionnaires, etc. to identify barriers to employment and reasonable accommodation of IWD. Provides expert advice to the Director and Deputy Director of EEO, and to Human Capital Management staff, senior management officials, supervisors and employees to advise of rights and responsibilities under EEO laws and regulations. Establishes AOC Special Emphasis efforts helping to grow the program in accordance with leadership support and directives. Researches and evaluates programs to provide organizational development, transformation advice and consultancy support.
