Job Description:

This position is located at Departmental Offices, Deputy Assistant Secretary of Human Resources and CHCO, Office of Human Capital Policy. This position is responsible for managing a variety of human capital programs with particular emphasis on staffing, recruitment, classification, position management and other program areas as dictated by the needs of the office.
You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience for the GS-14 is defined as one (1) year of experience at the GS-13 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes the following: - Experience interpreting and applying provisions of regulations and relevant statutory and case law to provide advice and guidance across an organization; AND - Experience developing enterprise-wide Human Resources (HR) policy, supplemental guidance, and conducting operational work in support of federal HR to include operations of recruitment/placement, talent acquisition, outreach, special placement programs, and position management/position classification; AND - Experience providing authoritative advice to HR practitioners on matters related to staffing, recruitment, talent acquisition, and position management/position classification to resolve bureau-wide, or company issues. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
As a Human Resources Specialist, you will: Serve as a technical authority in establishing, maintaining, and monitoring effective staffing, placement, and recruitment programs, to include delegated examining, merit promotion, and special appointing authorities in both the competitive and excepted Federal service. Develop recommendations for legislation or regulation that would modify the way agencies conduct staffing and recruitment programs, evaluate new or modified legislation or regulation for projected impact upon existing agency programs, or translate complex legislation or regulation to meet agency needs. Lead or participate in the development and maintenance of Treasury policy and other issuances, operating guidance, training materials, marketing strategy, etc., in connection with assigned program areas and/or projects. Identify need for data and, independently or in collaboration with others, design reports that pull data from various IT sources to create meaningful data analysis to drive decision making.
