This recruit will fill three (3) vacant positions for three (3) separate locations Pierre, SD, Sioux City, and Minot, ND. The incumbent will be under the supervision of the facility division supervisor. To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR) The 1373 occupational series has a basic requirement for education or combination of education and experience. In order to satisfy the basic requirement, you must meet one of the listed options below. A degree in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering plus appropriate experience or additional education. A current registration as a Land Surveyor in Training LSIT or Fundamentals of Surveying (FS) in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Examiners for Engineering and Surveying (NCEES) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEES Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEES Model law, registration laws must include the options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Surveyor in training. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-07: One (1) year of specialized experience with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-05 level in the Federal service as described in the vacancy announcement. Examples Include: conduct multiple surveys to capture essential data used for development, design, and construction of sanitation facilities, use of multi automated software systems to gather, compile, and produce survey data to utilize in the construction process. or 0ne (1) year graduate-level education or superior academic achievement related to civil engineering with a surveying option/emphasis or surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments, etc. or Combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-07 grade level. GS-09: One (1) 1 year of specialized experience with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-07 level in the Federal service as described in the vacancy announcement. Examples Include: Independently research, conduct preliminary surveys, use developmental strategies in accordance to policies, practices, regulations, State, Tribal, and Federal Laws, use technical equipment and software to articulate project data for use in development of plans for final approval. or Two (2) years of progressively higher level of graduate education leading to a master's degree or master's or equivalent graduate degree. or Combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-09 grade level. GS-11: One (1) year of specialized experience with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-09 level in the Federal service as described in the vacancy announcement. Examples Include: Independently organizes, researches, plans, forecasts, for approval requirements to navigate local, State, Federal jurisdiction ordinance and law, define principles and interpret preliminary design layout, coordinate surveying assignments, use of automated 3D software systems to determine conflict of designs and provide resolution, and use of surveying and construction principles to make recommendations. or Three (3) 3 years of progressively higher level of graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. or Combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-11 grade level. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
Assist the Division of Sanitation Facilities Construction staff and the resident Register Land Surveyor in the implementation of the Public Law 86-121construction program on Indian Reservations within the Great Plains Area. Provide technical support and input to preliminary surveys, design surveys, boundary surveys, legal surveys, right-of-way surveys, easement surveys, construction staking, as-built surveys, etc. Prepare for field assignments using survey research data, permits, analyze prior approved permits, and determine approximate location for equipment. Use 3D automated data survey software for construction, legal obligations and sections for land survey work.
