Job Description:
You will serve as a FINANCIAL MANAGEMENT ANALYST in the NAVAL SERVICE TRAINING COMMAND of NSTC GREAT LAKES. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing Microsoft Office software applications to create and maintain databases, power point presentations, reports and other analytical data to support the decision-making process; 2) Conducting comprehensive financial data analysis, evaluation, interpreting appropriations/fiscal law, regulations, instructions, and policy guidance for decision making presentations to program management; 3) Reconciling various financial systems by making corrections as needed bringing all systems into balance; 4) Responding to inquiries from subordinate activities and higher authority effectively and courteously; 5) Applying the concepts, principles, practices, laws, and regulations of financial management. This is a Financial Management Level (1) certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification must achieve within prescribed timelines.
You will interpret the intent of financial statutes, agency regulations, and financial management regulations to provide guidance concerning accounting, budget, and financial actions.
You will use a financial management system to reconcile operational or program accounts.
You will create financial data reports to justify or support funding decisions or recommendations.
You will present recommendations derived from a financial analysis to managers.
You will analyze data for discrepancies using a financial management system.
