This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC), Infrastructure Services Division (ISD), Cloud and Data Branch (CLD) located in Kearneysville, West Virginia.
To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include all of the following: Leading technical support services projects enabling the implementation and sustainment of secure, reliable, and resilient multi-provider cloud services that enhance mission effectiveness and improve IT efficiencies.; and Managing costs, schedule, performance, and technical risks of commercial cloud and software factory centric projects; and Leading multi-provider (AWS/Azure) cloud solutions architecting services to ensure that cloud solutions are aligned with mission application business needs and are secure, scalable, cost-effective, and reliable; and Leading multi-provider (AWS/Azure) migration engineering services and execution of migration plans for moving mission applications, data, and infrastructure to and enterprise cloud (AWS/Azure); and Leading the design, implementation, and optimization of software factory processes to deliver high-quality software solutions at scale; and Leading the building and managing of automated CI/CD pipelines, implementing robust quality assurance frameworks, and driving continuous improvement initiatives to maximize efficiency and reduce development cycle times. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. You will serve as an IT Cybersecurity Specialist (Policy and Planning/Information Security) in the Infrastructure Services Division (ISD), Cloud and Data Branch (CLD), Cloud Management Section (MGMT). The Cloud Management Section serves as the technical lead between the Cloud Service Providers (CSP), cloud engineering/operations team(s), and the Cloud Broker Section. The Cloud Management Section monitors and manages the commercial cloud resources to ensure that they meet the agreed upon stakeholder Service Level Agreements (SLAs) and Organizational Level Agreements (OLAs). The Cloud Management Section monitors and is the advocate for shared service offerings that support cloud infrastructure (e.g., SCCA, ICAM, Cloud Access Points). Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Develop methods to monitor and measure risk, compliance, and assurance efforts for commercial cloud and software factory projects. Provide advice on costs, design concepts, or design changes for commercial cloud and software factory projects. Provide recommendations for possible improvements and upgrades to commercial cloud and software factory processes and services. Review or conduct audits of commercial cloud and software factory information technology (IT) programs and projects. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II) or management determined equivalent within two years of entry into the position. B. Information Assurance Management Level III (IAM-III) or management determined equivalent within two years of entry into the position.
