Job Description:

This position for The Defense Information Systems Agency is at Fort Huachuca, Arizona; Fort Meade, Maryland; Hill AFB, Utah; San Antonio, Texas; Scott AFB, Illinois .
Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. Specialized Experience: For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. Specialized experience is defined as: Researching and applying federal civilian laws, regulations, policies, and case law to provide guidance to management officials on a variety of Human Resources labor management or employee relations issues; and making recommendations for appropriate resolutions to interrelated Human Resources labor management and employee relations issues. For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. Specialized experience is defined as: Developing and implementing Federal civilian policies and programs related to employee and labor management initiatives to include adverse actions, grievances, performance management, recognition, and employee counseling; also delivering briefs to senior managers to include supervisory training and employee and labor relations issues to encourage understanding and acceptance of findings and recommendations; and advising on labor management and providing recommended resolutions. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Competencies: Communication, Decision Support, Human Resource Concepts, Policies and Laws, and Labor/Employee Relations Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.
Provides expert advice and assistance to management officials in complex areas of bargaining unit determinations, bargaining impasses, mediation, arbitration, contract administration, and a variety of employee relations issues.
Interprets command policies and provides advice on other personnel issues such as reduction-in-force, substance abuse, sexual harassment, hours of work, changes in working conditions, job related stress etc.
Provides advisory services to managers, supervisors, and employees on immediate problems, which involve serious and sensitive issues related to employee/supervisory relationships, rights and obligations, and performance management.
Plans and develops required civilian personnel management programs related to employee and labor relations.
Functions as a liaison for the Leave Transfer Program, advanced and sick leave, Family Medical Leave Act, and the Family Friendly Leave Act.
Coordinates with the EEO and legal officials to determine appropriate options for proper resolution of conflicts or problems.
