Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify for the GS-14 grade level, 1 year of specialized experience equivalent to GS-13 is required. Examples of work experience include but are not limited to: leading or managing law enforcement training programs that support operational readiness; developing or overseeing training curricula aligned with legal, policy, and operational standards; coordinating with multiple agencies or jurisdictions to address shared training needs; analyzing law enforcement trends or incidents to identify training priorities; and advising leadership on training policies, programs, or resource allocation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. There is no substitution of education for experience at the GS-12 and above grade levels. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled. You must meet all qualification requirements within 30 days of the closing date of the announcement. Selective Placement Factor(s): This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. 1) Prior experience as a Law Enforcement Officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal laws of the United States. This experience must be documented in the online application or resume with specific to AND from dates (MM/YY), description of work performed, AND hours worked per week. The individual selected for the position must successfully complete the Criminal Investigator's Training Program (CITP) at the Federal Law Enforcement Training Center, or its equivalent, within one year of appointment if it has not already been completed. This is a key leadership position which requires the successful applicant to have broad managerial and leadership competencies including experiences gained at the National and Field level. An applicant tentatively selected for this position will be required to complete and receive a favorably adjudicated background investigation clearable for access to Top Secret classified information prior to his/her appointment. This is a secondary/administrative law enforcement position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position (3 years of service in primary/rigorous position(s)), and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. Plans, directs, and controls specific nationwide investigative, enforcement and/or training programs encompassing difficult and diverse functions or issues that affect critical aspects of major agency-wide programs.
Collaborates with leadership and subject matter experts (SMEs) in the formulation and development of overall program objectives.
Provides a national coordination point, strong leadership, and management of the law enforcement programs and supporting unit leads.
Provides coordination for programs, training and policy issues involving more than one State Office or outside agencies.
Maintains operational capability to perform and lead as a supervisory criminal investigator or support criminal investigator.
Provides supervisory leadership and assigns, directs, and reviews work of employees in the OLES Branch of Training.
