Job Description:

You will serve as a CONTRACT SPECIALIST (SMALL BUSINESS) in the DEPARTMENT OF NAVY (DON) of OFFICE OF SMALL BUSINESS PROGRAMS (OSBP). The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with FAR, DFARS, NMCARS and other DoD/OSN regulations, laws, and policies. Experience working small business programs and implementing socioeconomic program according to regulation. You will monitor all small business and socio-economic program activity as it relates to acquisition for regulatory-statutory compliance.
You will recommend new policies and procedures to remove obstacles to maximize utilization of Small Business (SB) and to develop efficiencies in the Command's acquisition program.
You will provide technical assistance, professional advice and guidance to acquisition managers, contract specialists and program oversight of Command’s SB professionals.
You will meet with industry partners to advocate utilization of small firms for subcontracting opportunities.
You will advise on marketing techniques, identify best potential business opportunities, and arrange communications with appropriate contracting and technical personnel.
You will advise program managers on all matters relative to SB Program development, support, and expansion of SB participation in acquisition programs.
