Job Description:

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Realty Specialist in the Real Estate Division's located in Jacksonville, FL or San Juan, PR. You will provide realty support to the planning and design of major civil works and military projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09: Specialized Experience: One year of specialized experience which includes 1) Coordinate and provide technical guidance regarding real estate civil works Acquisitions; 2) Research, interpret, and apply laws and policies regarding real estate actions; 3) Identify, obtain and prepare documentation needed to plan and execute real estate actions; 4) determine the need for and cost of standard modifications to a property or space prior to acquisition or disposal. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes: 1)utilizing knowledge of a wide range of real estate principles, policies, and methodologies to perform property management and disposal functions, real property accountability, inventory investigations, audit functions and related functions; 2) determine real estate alternatives; reviewing acquisition documentation provided by non-Federal entities; 3)communicating effectively with internal/external stakeholders; and the direct acquisition of Federal real property interests. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience which includes 1) performing property management and disposal functions, real property accountability, inventory investigations, audit functions and related functions; 2) negotiating terms of out-grants, other similar real estate contracts, and comparable authorizing documents; 3) ability to research, evaluate, and act upon information furnished in land ownership claims and property utilization requests; 4) providing direction, oversight and assistance to the non-federal sponsors in their conduct of mutually agreed upon real estate responsibilities for the projects; and 4) drafting studies and engineering design plans for feasibility for real estate alternatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Provide compliance with federal rules and regulations, secures the necessary interests in real estate required to support the District’s military and civil works programs, including but not limited to fee, easement, and right of way.
Serve on civil works project planning teams comprised of a Study Manager, a Project Manager and other specialized engineering, hydrologic, economic, and environmental subject matter personnel.
Determine real estate acquisition requirements and defend those requirements in situations in which they may negatively impact project planning and development schedules.
Oversee the preparation of real estate cost estimates for all planning reports; prepare and recommend approval of schedule and cost change requests.
Provide direction, oversight and assistance to the non-federal sponsors in their conduct of mutually agreed upon real estate responsibilities for the projects.
Provide real estate-related support for utility relocations.
Review crediting and reimbursement claims submitted by the non-federal sponsor for completeness, accuracy, and validity and develop recommendations for credit or reimbursement.
Secure funding authorizations and maintain cost control via the Corps financial management systems (CEFMS) for all administrative costs connected with acquisition activities for each project being supported.
