Job Description:

The Iowa City Department of Veterans Affairs Health Care System (ICVAHCS), is seeking a Physician (Hospice and Palliative Care) for a part-time appointment at the Rehabilitation and Extended Care service line.
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Additional Requirement: Experience in inpatient care, outpatient in palliative care. Preferred Experience: Experience related to Hospice and Palliative Care, and program development. Physical Requirements: The position will require walking, standing or sitting for periods of up to 4-6 hours each day and delivering care, and providing holistic care to the Veteran. The HPC Provider works in collaboration with the HPC Medical Director to meet the requirements of the program. The incumbent may have a faculty appointment and be involved in academic activities. The incumbent provides patient care directly and/or through the supervision of residents, fellows and/or students. In addition to their role as clinician. The HPC provider will participate fully in all accreditation processes, reviews, and site visits. The HPC Provider is responsible for: Collaborate with the HPC Director to provide leadership to the HPC program. Determine appropriateness and eligibility for veterans for hospice programs including concurrent care, Palliative Plus and hospice. Participate or direct the educational experience of nursing staff, in addition to students, residents and fellows assigned to the HPC Program. Advocate for HPC with VHA leadership and the medical community. Provide clinical input and oversight for Veteran treatment plans. Be readily available to the team members for collaboration as problems arise. Participate in HPC team meetings. Collaborate with others in the VISN, VISN leadership, and VA Central Office staff on program development issues. In collaboration with the HPC interdisciplinary team, the HPC provider is responsible for collaborating with primary teams for HPC patients. Identify/treat the patients' symptoms. Address/document the goals of care of the Veterans and their families. Determine the need for consultation from medical, surgical, and/or psychiatric subspecialty clinics as well as community care. Determine the need for, and facilitate, admission to the hospital. Provide medical administrative support such as completing forms and notes that facilitate the care of HPC patients. Collaborate with community home health and hospice agencies as needed for HPC patients. Assist in the daily oversight of operations, providing clinical, programmatic, and administrative leadership to the HPC Service. Active participant and facilitator in the development of patient and family goals of care. Following HPC Staff Safety procedures. Comply with Medical Center and VHA regulations. Demonstrating work practices that include adherence to Infection Control standards and the safe use and operation of equipment. The clinical and administrative duties listed above are not comprehensive and may include other duties as determined by the program needs and assigned by the Director of Hospice and Palliative Care.
