Job Description:

The Chief of the Physical Medicine and Rehabilitation Service provides administrative, clinical, and programmatic leadership for the Physical Medicine and Rehabilitation Service to ensure achievement of the clinical, research, and education goals. The incumbent reports to the Deputy Chief of Staff and serves as a key clinical resource for the Medical Center Director and the Chief of Staff.
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Additional Requirement: The employee must be able to demonstrate the knowledge and skills necessary to complete the duties of the position including those necessary to provide care appropriate to the age of the patients served. Such knowledge and skills are identified in the Competence Assessment Checklist of the position and include knowledge and skills in: A). Communication and interpersonal relations, including the ability to appropriately and courteously related to internal and external customers. B). Maintenance of confidentiality of patient/employee information, electronic and print. C). The medical center performance improvement program. D). How to work and function in the medical center in a safe manner, including infection control and the correct operation of equipment. E). Age-specific care, as identified in the Age-Specific Competencies (see Age-Specific Competencies Checklist), including knowledge of changes associated with aging and principles of growth and development relevant to the adult and geriatric age groups; ability to assess and interpret data about the patient's status; and ability to identify ageĀ­ specific needs and provide the appropriate care based upon the age-related factors noted. Physical Requirements: Duties are physical in nature at times requiring standing, walking, bending, stooping, lifting light to medium weight objects, and pushing wheelchairs. Requires the ability to carry light to medium weight items such as papers, books, or other supplies, as well as heavier items such as durable medical equipment. The incumbent needs to be able use the computer and other standard office equipment to complete administrative tasks.
Chief, Physical Medicine and Rehabilitation Service Duties: The responsibilities include hands on clinical work, oversight, and administration of all aspects of the service, including an extensive research program and guidance and training for residents and other trainees Directs the continuous measurement and improvement of the quality of care provided by the service. Plans, coordinates, and ensures high quality care through utilization of multiple quality measurement tools Encourages and supports research and education missions. Facilitates translation of research findings into improved patient outcomes. Encourages continuing education for all personnel in the service and ensures compliance with performance standards. Responsible for the financial management of the service, including budget planning and management. Develops the annual strategic and budget plan for the service consistent with guidance and goals from the Director's Office and/or Fiscal Service. Demonstrates commitment to the Medical Centers goals. Encourages an atmosphere of trust and empowerment by example. Develops an interdisciplinary team of innovative, highly motivated individuals who are continuously striving for excellence in patient care and customer service. Develops a team that is technically competent and understands the interrelationships of all the medical center services to in achieving the mission. Effectively communicates with service employees, patients and their families, employees from other services, stake holders, the triad, and VISN and VACO staff when required.
