The primary purpose of this position is to serve as the most senior Department of the Air Force (DAF) Nuclear Command, Control and Communications (NC3) technical advisor and authority.
Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SE corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. A. MINIMUM QUALIFICATIONS: Education Requirement: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required--this information should be embedded within the application package. This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary), the following are statutorily mandated requirements (Reference 10 U.S.C. 1731 and 1737): a. Ten (10) years acquisition experience in an AWF position, at least 4 years of which was performed while assigned to a CAP. b. Selectee must execute, as a condition of employment, a written agreement to remain in federal service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment. c. Selectee must meet Practitioner level 2 certification requirements in Engineering and Technical Management (ETM) or must be able to meet Practitioner certification within 5 years (60 months) of assignment. d. Selectee must have 4 years of relevant ETM experience with evidence of demonstrated proficiency in ETM competencies. e. Selectee must meet 80 hours of continuous learning requirements within the designated timeframe (80 hours of continuing learning (CL) every 2 years with a goal of engaging in 40 hours annually). MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a two-page resume that reflects demonstrated experience for each MTQ. 1. Significant technical achievements and contributions that impacted the organization's mission and contributed to knowledge advancements in the field of Nuclear Command, Control and Communications (NC3). Demonstrated high degree of initiative, ability to make independent decisions, and ability to act on technical matters within the broad field of expertise. 2. Proven experience and management skills with a demonstrated outstanding national/international reputation in all technical areas of NC3 to provide technical oversight for the area to ensure the adaptation of best practices in the nuclear enterprise.
The subject position serves as the most senior Department of the Air Force (DAF) Nuclear Command, Control and Communications (NC3) technical advisor and authority. The Technical Director is nationally and internationally recognized and provides overall technical oversight for the NC3 mission area. The Director advises and guides the highest DAF and US Government officials on NC3 issues and technical initiatives. The NC3 Integration Directorate acquires, sustains, and modernizes assured, integrated nuclear communications as the core of our nation's nuclear deterrence and as a foundational piece of our National Security Strategy. The Technical Director serves as the catalyst for creative thinking on new technologies for the highly diverse and dynamic NC3 mission area; ensures that resources are focused and extended efficiently and effectively to exploit the state of the art in advanced communication and cyber technology to meet emerging NC3 operational needs across the acquisition life cycle; is responsible for providing AF-level technical expertise across the nuclear enterprise, e.g., NC3 Enterprise Center (NEC), USSTRATCOM, Navy, Army, the White House Military Office (WHMO), Air Force Major Commands, the Air Force Research Laboratory (AFRL), and Federally Funded Research and Development Centers and University Affiliated Research Centers (FFRDCs/UARCs); and provides authoritative NC3 technical council to Air Force commanders and Program Executive Officers in shaping the future of the enterprise NC3 landscape.
