Job Description:

You will serve as a FINANCIAL MANAGEMENT ANALYST in the SURFACE WARFARE OFFICERS SCHOOL. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing travel system issues to develop solutions; 2) Reconciling accounts (e.g., budgetary, financial, and travel data) between automated systems; 3) Developing traveler profiles in travel system; and 4) Advising personnel on accounting and financial policies and procedures. Note: Your resume must clearly demonstrate this experience. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinating travel actions to support deployment, operation and management of a travel system; 2) Creating documents for funding to submit to personnel and management; 3) Monitoring financial data, accounting procedures and controls to preclude violation of regulations; and 4) Maintaining a database of user information and control to travel information and documents. You will maintain funding, commitment, and obligation records for assigned accounts.
You will verify availability of funds in support of certifications of various funding documents and that data is properly posted to control and subsidiary accounts, identify errors and initiate corrective action.
You will analyze findings and make recommendations to improve the accuracy and efficiency of accounting operations.
You will identify new or correct existing accounting process requirements, resolve problems, and ensure correct implementation.
You will provide procedural guidance pertaining to commitments and obligations, reimbursable accounts and orders and unmatched disbursements.
