The Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO) is in search of a Facility Operations Specialist to assist the Facility Manager and Assistant Director with client services and special event support, space planning, contract administration, lease and property management for multiple facilities occupied by United States Capitol Police (USCP), facilities within the U.S. Capitol Complex and remote locations in the District of Columbia, Maryland and Virginia.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Managing a maintenance program for building complexes or other special-purpose installations, including planning maintenance activities, developing preventive maintenance programs, and budget planning; Experience as Contracting Officer's Representative (COR) or equivalent; and Conducting inspections of critical facility systems to monitor operations and maintenance activities and to identify unusual situations that may require non-scheduled maintenance; To qualify at the GS-11 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; and Assisting in managing and technically directing contract administration activities. Includes monitoring contractor activities through personal contact or review of performance data to ensure compliance with technical, financial and delivery requirements of the contract. OR Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study with course work directly related to the work of this position. OR; Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position. To qualify at the GS-09 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-07 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Providing customer service in a facilities management or operations environment; Coordinating facilities management resources to address customer needs and concerns related to building maintenance issues; and Identifying recurring issues in need of further outreach to recommend improvements and resolve high priority issues. OR Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher level graduate education leading to such a degree. To be qualifying, the higher-level graduate education must be in a major field of study with course work directly related to the work of this position. OR; Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.
*Must be able to obtain and maintain a Top-Secret Clearance* Must possess and maintain a valid state driver's license.* **Duties quoted at GS-12 level; If selected at the GS-09 or GS-11, candidate will have non-competitive promotion potential to the GS-12.** Client Services Focuses on improving the level of customer satisfaction through the execution of various tasks associated with client services. Tasks include coordination and execution of client services work orders in the computer-assisted facilities management system (TMA), administration and tracking of the Reimbursable Work Order (RWO) process, coordination of special events support and follow up to customer survey responses. Administers and tracks client service and furniture budgets ensuring adequate funding is available to meet client needs. Tracks special event spending for each individual sanctioned event to include details of number of elements provided and cost per asset mobilized. Reports funding needs for client services and special events to the Assistant Director for modification to the Consolidated Facility Management (CFM) contract. Serves as a subject matter expert (SME) in performing facility management tasks and contract oversight as related to client requested services. Works closely with clients for coordination of maintenance requests issued into the CMMS system, ensuring work is completed within proper time constraints, and to the satisfaction of the client. Works closely with OCSO clients to clarify and coordinate activities associated with service requests; determines client needs and coordinates contractor activities for accurate and timely completion of requested work. Performs complex quality assurance inspections for all client service work to ensure that all the work is completed in accordance with requirements. Follows up behind the cleaning contractor to ensure issues are addressed timely and that tasks are executed according to the requirements of the Consolidated Facility Management (CFM) contract. Assist the Facility Manager with updating monthly reports and facility/project information for review, as it relates to client service projects. Works with the Mission Support Division to develop, administer, analyze and follow up on the Building Services Customer Satisfaction Survey (BSCSS). Contractor Oversight Provides task oversight to ensure the highest level of quality and performance by contractors. Follows up behind the cleaning contractor to ensure issues are addressed timely and that tasks are executed according to the requirements of the CFM contract. Executes quality assurance inspections to ensure contractor compliance with maintenance and custodial cleaning standards as issued in the CFM contract. Makes recommendations to the Assistant Director for revision of contract requirements, as appropriate, to meet the changing needs of the facility and occupants. Participates in facility safety and Office of Compliance (OOC) inspections providing an on-site presence with the contractor and inspectors. Works with the Facility Manager for coordination and deployment of security elements in support of United States Capitol Police (USCP) special event requests. Prepares scopes of work for projects in support of maintenance and client services to include Independent Government Cost Estimates, risk evaluations, facility impacts and technical details to meet industry standards. Completes all training requirements to support assigned Contracting Officer Representative (COR) responsibilities. Facility Analysis Conducts weekly inspections of facilities identifying current and/or potential maintenance issues that may impact the facility and/or USCP operations. Makes recommendations for corrective action where appropriate. Conducts weekly inspections of custodial services to ensure performance and compliance with contract requirements. Works with the Facility Manager to execute the quality control/quality assurance program for custodial services. Meets weekly with the custodial contractor to review performance, customer requests and complaints as well as to evaluate cleaning procedures and practices to ensure compliance with AOC standards. Inspects facilities routinely to identify issues that need to be addressed through maintenance or custodial action. Performs other related duties as assigned.
