Job Description:

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. To be hired at the GS-11 grade level: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 if applying at the GS-11 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience at the GS-11 is defined as: Analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; researching and interpreting applicable regulations, laws, or statutes to provide substantive recommendations; assisting in the development of accurate problem assessments and providing workable recommendations and solutions. To be hired at the GS-12 grade level: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11 if applying at the GS-12 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience at the GS-12 is defined as: Applying financial management methods, practices, and principles, and automated systems design and processes related to Military Pay operations; identifying, documenting and recommending financial system requirements; recommending system changes and solutions to enhance Military Pay systems and/or improve system performance; and overseeing projects and teams to accomplish assignments, to include larger scale reviews, system changes, testing ,and implementation. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Responsible for providing expert technical advice and guidance to the Director for MPO and the four Military Pay Operations site locations on Military Pay policy and procedures, and system processing.
Works directly with MPO site personnel to develop site specific and standard procedures applicable to all MPO sites.
Maintains continual open communications with personnel in the Pay Systems organization, MPO sites, Military and Civilian Pay Operation Procedures Office and other contacts to keep abreast of system changes and issues.
Serves as a point of contact for receiving and distributing proposed interim changes to the Department of Defense Financial Management Regulations, Volumes 7A and 7C and soliciting MPO comments on these changes.
Incumbent may represent MPO at high level and working level meetings concerning Military Pay.
The incumbent develops and serves as the technical expert for various statistical reports used by personnel internal and external to MPO, including the military services.
The duties, described above, represent the major duties performed at the GS-12 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
