This position is located in Grand Canyon National Park, in the Facilities Management and Engineering Division, within the Utilities Branch. Grand Canyon National Park may pay a recruitment or relocation incentive for the applicant selected. The incentive may be up to 25% of the annual rate of pay, multiplied by the number of years in the service period (up to 4 years, depending on length of service agreement).
Selective Factors (Screen Out): You must have a 1) current State of Arizona Water Treatment Grade 3 or higher certification and a 2) current State of Arizona Wastewater Treatment Grade 3 or higher certification. Certifications from other states with the same grades may be considered if it has reciprocity from Arizona State. It is strongly encouraged to also upload this certification document into your application package as well. To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability To Lead Or Supervise (SCREEN OUT) Ability To Interpret Instructions, Specification, etc. (includes blueprints reading) Ability To Use and Maintain Tools and Equipment Knowledge of Equipment Assembly, Installation Repair, etc. Knowledge of materials Technical Practices (theoretical precise, artistic) Use of Measuring Instruments If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. To be found minimally qualified you must be able to perform simple Utility Systems Repairer Operator tasks under the close supervision of a work leader who observes the tasks I am performing and ensures that I perform them properly. Examples of such experience include: (1) operating and maintaining water plants and water treatment plant equipment; (2) performing inspection checks, providing maintenance and repairing or replacing water treatment or distribution equipment; (3) operating and maintaining wastewater systems and treatment equipment; (4) planning water and wastewater systems maintenance and rehabilitation. Grand Canyon National Park is pleased to announce an opening in the Facility Management and Engineering Division, within the Utilities Branch. This is an opportunity to work in state-of-the-art facilities scheduled to be commissioned from late 2025 through 2030. In total, three new water treatment facilities and three new wastewater treatment facilities will be constructed and placed into service. Major Duties: Identifies repair/rehab and cyclic maintenance projects and develops project proposals and funding requests in the Project Management Information System (PMIS) detailing personal services, materials, and equipment. The employee has full authority and responsibility for technical and administrative supervision of all skilled work involved in the operation, maintenance, and rehabilitation of park water treatment and distribution systems, and wastewater collection and treatment systems in widely dispersed and located in remote, arduous locations. Develops scope of work for contracts and acts as Contracting Officer's Technical Representative (COTR) and/or the Contracting Officer Representative (COR) on contracted work. Ensures contractor's follow terms of the contract, rules and regulations, and adheres to contract drawings and texts. The incumbent is responsible for the full compliance with Federal and State Regulatory requirements for this program. Works closely with and maintains a positive. professional relationship with Federal and State Regulatory agencies. Includes but not limited to the EPA, Public Health Service, and the Arizona Department of Environmental Quality. Promotes the participation of subordinates in management programs such as suggestions: quality assurance and cost reduction. Schedules employee leave to ensure coverage for critical operations sets level of performance. Area Information: This position is stationed at Grand Canyon National Park at the South Rim located in Northern Arizona. The South Rim is located approximately 60 miles north of Williams and 82 miles Northwest of Flagstaff at an elevation of 7,000 feet. Temperatures range from approximately 90 degrees in the summer to 0 degrees in the winter. Annual precipitation averages around 13 inches. Grand Canyon Village has schools K-12, a daycare center, post office, general store, churches, a recreation center with gym, a public library, a clinic with resident physicians, and several restaurants. The park community consists of some 2,500 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical and professional services are available in Williams and Flagstaff. Flagstaff has a population of about 75,000 and has multiple K-12 public and private schools, Northern Arizona University, and diverse community, medical and other support services. Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities. South Rim Housing: Permanent and Term employees with a Full Performance Level (FPL) of a GS-09 or WG-8 and above will be provided the option of accepting assigned housing, participating in the normal bid system, or accepting shared housing. Permanent and Term employees with an FPL of GS-08 or WG-7 and below may be provided the option of participating in the normal bid system or accepting shared housing. Any employee assigned to shared housing may continue to bid into non-shared housing.
