Job Description:

The Social Worker (Program Coordinator) manages the administrative and clinical aspects of the Suicide Prevention Program (SPP) at the Overton Brooks VA Medical Center in the Mental Health Service.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Program Coordinator), GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. (a) Skill in coordinating and implementing one or more specialty program(s), across the facility. (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (g) Knowledge of organizational structure and impact on program operations. Preferred Experience: Previous Suicide Prevention Program experience and/or Previous Supervisory experience. Physical Requirements: Physical aspects associated with work required of this assignment are typical for the occupation, see Duties section for essential job duties of the position. May require standing, lifting, carrying, sitting, stooping, bending, puling, and pushing. May be required to wear personal protective equipment and undergo annual TB screening or testing as conditions of employment. Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.

Duties include, but are not limited to: Plans, controls, organizes, and directs the activities of SPP staff under the direction of the Chief, Mental Health, ensuring compliance with legal and regulatory requirements and meets customer and stakeholder needs. Develops goals and objectives that integrate organization and multidisciplinary staff objectives. Plans, analyzes and uses data from VA databases to ensure SPP staff are succeeding on appropriate performance measures and monitors related to suicide prevention. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Assigns work to team members based on SPP priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of clinical, budgetary and administrative issues. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, and mission requirements. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Identifies employee developmental needs and provides or arranges for training (formal and informal to improve job performance. Reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Participates in special projects and initiatives and performs special assignments. Responsible for making and implementing decisions directly affecting patient care and has the final line decision-making authority under the Service Chief. Adapts the principles, practices, processes, and techniques common to any situation to the specialized requirements of the Medical Center. Provides active and well informed administrative participation in planning for the delivery of health care by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost effective approaches to the resolution of problems. Promotes delivery of clinical care through Telemental health (TMH) within SPP and actively discusses and helps coordinate TMH clinical opportunity and activity across all staff working within SPP. Utilize current resources and community programs and enhancing the content to the benefit of Veterans. Provides consultation to colleagues and other employees on the psychosocial treatment of Veterans. Work Schedule: Monday - Friday 7:30am - 4:00pm, subject to change based on the needs of the facility.
