Job Description:

The Supervisory Transportation Mobility Specialist currently manages the Veterans Transportation Service and the Beneficiary Travel Program at the Indianapolis VA Medical Center. The position manages the facility transportation to Veterans that require assistance traveling to and from VA health care facilities and non-VA health care appointments with the medical center's catchment area.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/14/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the Federal Service that has given the applicant the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Mobility Transportation Specialist - Mobility Manager, experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes: fleet management and/or common carrier transportation; planning and directing administrative activities related to transportation; prioritizing program resource when conflicts arise; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program; and providing leadership/supervision, instruction/counsel to employees. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively high level graduate education leading to such a degree OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 3 full years of progressively higher level graduate education leading to such a degree . Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis. Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center. Duties will include but not be limited to: Orchestrates travel for the Medical Centers Beneficiary Travel eligible enrollees through mileage reimbursement and contracted travel modes. The staff adjudicates mileage, lodging, meals, common carrier, Special Mode Transportation reimbursement requests, determines eligibility and processes payments for eligible Veterans in support of costs incurred while traveling to and from VA health care facilities. Manages a program or programs within the Medical Center's Veterans Transportation Program s within the Veteran Health Indiana market by planning, developing, evaluating, marketing and directing key administrative activities in multiple programs related to transportation system for Veterans, active duty servicemembers, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemo therapy, radiation therapy, etc.). Responsible for completing the Needs, Resources and Stakeholders Assessment in collaboration with the other services represented on the VTP Board of Directors, as well as Veterans and community stakeholders. Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management. Possesses and maintains knowledge of and collaborative relationships such as United We Ride, State Departments of Transportation, Community Transit providers, Veterans Service Organizations, State Veteran Agencies, County Veteran Service Agencies and other various groups and organizations, such as stakeholders, other hospitals, universities, public health officials and organizations, volunteer work groups, news media and the community at large.
