Job Description:
You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the DEPUTY CONTRACT DEPARTMENT of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-4 (GS-11/12 equivalency) in the federal service or equivalent experience in the private or public sector performing professional contracting functions, administration or planning for the acquisition or procurement of equipment, supplies, or services in support of acquisition functions for a naval undersea warfare center. You will be oversee pre-award and post-award procedures to plan and conduct the contracting process from description of the requirements through contract delivery using a variety of contracting methods.
You will develop procurement objectives to meet the goals of the program.
You will determine appropriate clause provisions such as cost accounting standards, requirements for technical proposals, testing procedures, cost data requirements and socioeconomic programs.
You will perform cost or price analysis including review of cost breakdown to determine reasonableness and cost realism.
You will oversee negotiations with contractors.
You will lead the Department/Center in conferences with industry and government agencies pertaining to the procurement.
