This position is located at Morale Welfare Recreation Fund-Financial Management, McAlester Army Ammunition Plant, Oklahoma. Qualification Requirements: Knowledge of basic principles and practices of budget formulations in order to prepare written funding justifications, consolidate budget requests, request additional funds, and monitor expenditures against obligations for specified programs. Skill in balancing funds between accounts, i.e., transferring funds between line items or sub-projects or identifying excess funds for possible transfer to other operating programs. Highly Desirable: Knowledge and understanding of the substantive nature of the Army's Morale, Welfare, and Recreation (MWR) and community and family support operating programs and their interrelationships and funding channels. A bachelor's degree in a financial management related field; knowledge or experience in NAF/APF financial programs; CPA certification. Highly Preferred Criteria: Possess a minimum (1) year of professional experience as a Budget Analyst or Financial Manager for Army NAF. Possess a minimum (1) year of professional experience planning, executing, and reviewing Army NAF or other governmental budgets. Possess a minimum (3) years of financial management related to budget forecasting, trend analysis, and business plans. Possess a minimum (1) year experience of operational oversight of cash handling procedures, internal controls, purchasing, and budget. (Qualified Candidates who meet the Highly Desirable Criteria and Highly Preferred Criteria will be referred to management first.) Experience must be shown on resume to receive credit. Serves as a Budget Analyst for assigned Appropriated Fund (APF) and/or Non appropriated Fund (NAF) programs. Monitors the execution of approved budgets, to include obligations, expenditures and/or income.
Works under and provides assistance to higher level analyst and supervisor by using software/hardware to perform analytical, technical, and administration tasks required during phases of the budgetary and execution process.
Assists development of reporting requirements, collection, justification and submission of budgetary data, to include but not limited to fixed assets, inventory management, vending machine cash management, and daily accounting reports to DFAS.
Reviews, analyzes, edits, and consolidates budget submissions for assigned activities. Knowledge of generally accepted accounting principles.
Assists with the overall issuance of APF/NAF execution reports and maintaining the financial integrity of applicable databases/financial information.
Ability to deal tactfully and effectively with all levels of the organization/serviced organizational elements to support Special Events and other NAF programs as needed.
