Job Description:

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive positions to recruit and appoint qualified candidates to positions in the competitive service. NOTE: The duty location of this position is wherever the M/V William James is located. NOTE: Incumbent may be assigned to the maintenance and repair of floating plant or other essential duties during any lay-up period.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Third Mate Towboat~ without more than normal supervision. which is described as: Operation, maintenance, and repair of deck equipment and machinery; supervise and work along deck crew in making up and breaking up tows; assisting in conducting fire, lifeboat and man-overboard drills. I have completed or plan to complete supervisor or leader training that covers such topics as effective supervisory practices in providing work direction; performing work planning; performing administrative responsibilities such as maintaining work reports and records, and investigating grievances and complaints. - Failure to meet this Screen out Element will result in an ineligible rating. Ability To Do The Work Of The Position Without More Than Normal Supervision (Screen-out Element) PHYSICAL EFFORT: Moderate to heavy physical effort is required for continuous standing, walking, bending, and/or climbing in the operation of winches and ratchets, making up and breaking up of tows, loading materials and supplies, and similar work operations. Lifts and carries items up to 40 lbs. WORKING CONDITIONS: Work is performed on deck and in other locations of the vessel. Spends most of the time on the deck. Work is performed outside subjecting the incumbent to all kinds of weather extremes. The potential exists for slipping on wet decks. Danger of drowning is present in case of accident. There is danger from river traffic hazards, particularly in foggy weather and at night. All qualification requirements must be met by the closing date of this announcement. If all criteria are met, and staffing requirements support, This position MAY provide non-competitive promotion to XH-5784-08 Second Mate, Towboat, followed by XH-5784-11 First Mate, Towboat. Additional USCG requirements must be met. Selection to this Third (3rd) Mate position does not infer non-competitive promotion to 2nd Mate or 1st Mate, if service requirements are not met, or staffing requirements for the vessel do not support such promotion. Further, this position does not guarantee education or hours towards additional USCG Licensures.
Supervising and working along with deckhands engaged in work assignments including, making up and breaking up of tows; taking on fuel; inspecting, maintaining and repairing holds in superstructure; and housekeeping on the boat as required/assigned.
Working with and directing the assigned crew.
Recommending and obtaining approval for the specific operation and maintenance requirements during the shift and the sequence of work operations for members of the crew on shift.
