You will serve as a Contract Specialist in the NAVAL SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes performing duties such as: Conveying business information orally, and in writing. Developing acquisition strategies with the customer; preparing acquisition documents, analyzing and evaluating contractors' proposals. Negotiating on behalf of the United States Government; and administering contracts throughout their lifecycle. You will coordinate and liaise with internal and external customers across a broad spectrum of government employees.
You will utilize pre-award and post-award contracting procedures to oversee or ensure compliance within the organization.
You will serve as a senior contract specialist responsible for pre-award and post-award functions involving complex and highly specialized contracts
You will manage all aspects of the functional area of contract management including contract formation, solicitation, negotiations, cost and price analysis, award, contract administration, termination and close-out for a variety of contracts.
You will use negotiation techniques to meet and reach agreement with a proposed contractor on the price and performance terms, and to set forth all these terms in a procurement document.
