This position is located in the Agency and Client Services Section, Federal Research Division, Library Enterprises Directorate, Chief Operating Officer. The incumbent of this position will work a flexitime work schedule. This is a non-supervisory, non-bargaining unit. The position description number for this position is 460990. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to perform financial activities.** Ability to perform budget preparation, financial forecasting, analysis and reporting.** Ability to monitor and analyze financial data for financial activities.** Ability to provide assistance and consultation on financial matters, issues, and data. Ability to communicate in writing. Ability to communicate effectively other than in writing.
Develop and implement appropriate fiscal controls to maintain effective financial management standards for accounts receivable and accounts payable operations. Perform a variety of tasks associated with complex accounting functions relevant to tracking FRD transactions, such as, project time and materials tracking revenue recognition, client invoices, receivable reconciliation, obligations, and payments. Lead budget preparation and financial forecasts and track budget execution. Provide in-depth advice and recommendations in the financial planning process which involves specific financial policies that form the basis for formulation and justification of budget requests and provide financial and administrative data for management control in the execution of programs and services of FRD. Manage current fiscal year program expenditures to ensure they are consistent with revenues and budget plans. Develop, monitor, and coordinate implementation of financial and management reports of FRD operations including appropriations, reimbursable, and gift funds. As part of this effort, this position is responsible for identifying changes and developing analytical and trend data on all FRD programs and preparing management reports on financial results. Research and analyze a large variety of complex technical data, obtaining information from various sources. Perform review of all fiscal operations and improve reports. Establish and enhance instructions, explanations, and procedures concerning further implementation of new or changed regulations and procedures. Provide expert advice on financial based strategies, standards and analyses in financial management projects and assignments as FRD priorities require. Perform research and participate in the evaluation of automated systems and in the development of procedures to facilitate the work in fiscal operations.
