Job Description:
You will serve as a General Supply Specialist in the Material Compliance and Strategic Analysis Division, Code 500 of Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF). The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS 11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing, monitoring, and reviewing contractor performance for determining compliance with terms or conditions of contract requirements for supplies, materials, or services. You will serve as a Contracting Officer Representative (COR) for Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF), C500 Supply Department.
You will work daily with private contractor personnel to perform COR and quality assurance duties in support of the PSNS and IMF gas contract.
You will analyze procurement and technical requirements, provide guidance to Directorate Division Chiefs, and recommend revisions to statements of work or specifications.
You will develop and execute the planning and coordination of complex acquisition plans for assigned projects.
You will monitor, review, and determine whether contractors' performance is in compliance with terms and conditions of the contract specifications and inspect all work for full compliance with contract requirements.
You will ensure day to day activities of the contractors are properly coordinated with all affected agencies, activities, and personnel.
You will maintain effective surveillance of the contracts for compliance with the Quality Assurance Surveillance Plan (QASP) and initiate changes in surveillance methods.
You will prepare and maintain technical and administrative reports on contractor performance, violations and deficiencies noted and submit monthly reports to the Contracting Officer.
