Job Description:
You will serve as a TEXTILE TECHNOLOGIST in the Uniform and Certification Group of NAVY EXCHANGE SERVICE COMMAND.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the application of the knowledge required to plan and independently conduct complete clothing and accessory design projects from conception through procurement to meet performance and mission requirements. Examples of specialized experience include: 1) Investigating and developing fabrics and materials for clothing, equipment, and accessories; 2) Reviewing textile specifications against requirements and interpreting details of materials testing and evaluation; 3) Formulating detailed work plans by estimating labor hours and preparing cost estimates; 4) Participating in research and development projects for protective and dress clothing, footwear, and/or accessories; 5) Preparing reports documenting work efforts, findings, conclusions, and recommendations. You will be responsible for planning and independently conducting clothing and accessory design projects.
You will determine the funds and personnel resources required to accomplish projects.
You will oversee the work of assistants and coordinate the efforts of design, testing, and evaluation.
You will conduct end item product certifications and re-certifications of materials, clothing, and footwear in accordance with applicable policies.
You will conduct focus groups and other discussions with users, combat developers, program managers, and other personnel to understand performance requirements and critical design features.
You will present program status, accomplishments, barriers, risks, and solutions to higher level authorities.
You will identify areas for improvement and recommend new projects and materials as necessary.
