Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Program Management Operations Directorate in Ashburn, VA. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above. Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Resolving technical requirements and providing expertise involving a variety of available communication equipment, services, security methods and procedures, and operating techniques; Providing technical information concerning radio frequency utilization to ensure compliance with applicable laws and policies (e.g. NTIA radio regulations); Creating, modifying, adapting, and submitting frequency record requests to NITA for frequency assignments; Supporting new projects to define technical solutions for spectrum deficiencies and measuring the effectiveness of USBP communications goals and objectives. Education Substitution: A Ph.D. or an equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related. Combining Experience and Education: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. This position has an Individual Occupational Requirement. Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. -OR- Specialized Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/11/2025. In this position, you will be responsible for providing tier one support of Spectrum Requests for Frequency Assignments, working with clients on resolving interference issues, and supporting efforts in the management of the continental U.S. coordination zones. This position starts at a salary of $84,601.00 (GS-11, Step 1) to $109,975.00 (GS-11, Step 10). As a Telecommunications Specialist (Spectrum), you will be responsible for technical and analytical work pertaining to development, acquisition, testing, integration, installation, utilization, and modification of telecommunications systems, facilities, services, and procedures. Typical work assignments will include: Managing radio frequency case submissions from the agency components, as well as ensuring the interpretation and submission of the radio frequency proposals for CBP customers. Performing spectrum management analysis projects and coordinating with federal agencies to approve of spectrum resources. Providing instructions on the capabilities, limitations, and operation of the use of spectrum to user representatives within and outside of the department. Collaborating with CBP Program Management Offices and liaising with CBP stakeholders on providing spectrum requirements for LMR system requirements.
