You will serve as an SUPERVISORY INTERDISCIPLINARY ENGINEER/ARCHITECT/COMMUNITY PLANNER in the Planning Design & Construction Division of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. This interdisciplinary position will be filled as one of the following job series: Community Planner (0020), Architect (0808), Civil Engineer (0810), Mechanical Engineer (0830), or Electrical Engineer (0850).
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0810, 0830, or 0850 series. You must be a Registered Architect (RA) if applying for the 0808 series or licensed by the American Institute of Certified Planners (AICP) if applying for the 0020 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Specialized experience must demonstrate the following: 1) Supervising or leading the team to execute in-house and contract facility and master planning products and services in accordance with applicable policies, regulations, and criteria; 2) Providing planning consultation/advisory services on master planning and facility planning for Supported Commands; 3) Preparing and presenting planning briefs to senior military and/or civilian personnel; 4) Monitoring progress and solving problems to ensure timely and quality completion of planning projects; and 5) Developing and managing scopes and cost estimates for projects, managing workload of the staff, and tracking funding for the projects. OR You must have a combination of education and experience where you have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one year of work experience in community planning acquired under the supervision and guidance of a community planner. OR You must have a combination of education and experience where your courses were equivalent to a major in community planning, urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
You will plan and direct the work of a staff of professionals in delivering and performing various planning products and services.
You will advise individual employees on both technical and administrative matters.
You will provide expert consultation in the field of Master and Facility Planning to support commands.
You will lead a staff of professionals in delivering and performing various planning products and services.
You will confer with supported command representatives in matters concerning scope, costs, scheduling, activity participation, and issues regarding Master Planning and the Shore Facilities Planning System.
You will keep the Division Director informed of progress and problem areas.
You will resolve differences in opinion on technical issues between staff and supported command representatives.
You will establish completion schedules for individual phases of work.
You will ensure that deadlines established are met.
