Job Description:

This position is located in the Department of Homealnd Security, US Coast Guard, Industrial Deparment, Mechanical Group in Baltimore, MD.
Applicants will be evaluated on their ability to perform the duties of the position rather than the length of experience. Eligibility will be determined by the relevance, scope, and quality of all experience and training, regardless of where or how acquired. Applicants will be rated and ranked based on their knowledge of the following job elements: 1. Ability to supervise (SCREENOUT); 2. Knowledge of equipment, assembly, installation, repair, etc.; 3. Technical practices (theoretical, precise, artistic); 4. Ability to interpret instructions, specifications, etc. (includes blueprint reading); 5. Measurement and layout; 6. Ability to use and maintain tools and equipment; 7. Troubleshooting National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You will directly or through a leader, supervise a group of employees engaged in the performance of all kinds of pipefitting tasks involved in the construction, repair, maintenance, overhaul and conversion of a wide variety of types and sizes of marine craft and vessels and in connection with miscellaneous manufacturing projects performed at the Yard. Being a civilian working for the Coast Guard makes you a valuable member of the team. Typical duties include: * Developing plans, specifications, schedules and job orders. * Conducting inspections of equipment, vessels and plant facilities. * Utilizing available manpower from other trades when manning shortages occur. * Managing multiple shifts. * Using the computerized time and attendance system to maintain daily records that individual subordinates spent on various jobs. * Performing administrative supervisory work which includes: promoting morale; rating performance of subordinates; approving leave; maintaining discipline and recommending disciplinary or commendatory actions as necessary; recommending promotions and incentive awards; promoting equal employment; etc.
