Job Description:
The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.
All USCP Inspectors who meet the following qualifications are eligible to apply. 1. Candidates must not have been in a non-duty status for more than 30 consecutive days in the past 12 months prior to the closing date of this announcement, unless otherwise authorized by law (e.g., performance of duty injury, Family and Medical Leave Act (FMLA), or Uniformed Services Employment and Reemployment Rights Act (USERRA)). 2. Candidates must not have any Department documentation that specifically limits their eligibility to participate in the promotional process by the close of the vacancy announcement. To receive consideration for this position, you must attach your resume, the Assessment Questionnaire, and the narrative responses addressing the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) with your on-line application by the closing date of this announcement. Mandatory Executive Core Qualifications (ECQs): All applicants must submit a written narrative in response to the following ECQs. Each ECQ should contain at least two examples describing your significant experiences, accomplishments, and results. Responses to ECQs must not exceed 10 pages. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organization goals. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilities cooperation and teamwork, and supports constructive resolution of conflicts. 3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Mandatory Technical Qualifications (MTQs): All applicants must submit a written narrative response to the following MTQs. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. Responses to the MTQs must not exceed four pages. 1. Describe your experience in successfully leading, managing and directing a technical or operational organization with a varied and complex mission. Include experience in organizational administration, oversight of subordinate programs and leaders, and coordination and interaction of activities with a wide variety of partners and stakeholders. 2. Describe your experience in evaluating and implementing organizational law enforcement policies and programs that improved the operations of your command or unit.
The Deputy Chief reports to an Assistant Chief of Police (ACOP) or the Chief Administrative Officer (CAO) and is responsible for directing and managing Bureau operations to ensure the protection and security of members of Congress, congressional staff and visitors, and the continuation of government. All command officials are expected to work together as a team, demonstrating a strong commitment to the mission of the USCP. Serves as the primary Department advisor on various programs and events. Counsels senior management staff and officials at multiple levels of the USCP and senior staff at other federal, state, and local government agencies on agency matters. Advises on the appropriate methods and techniques to use in order to achieve program goals and objectives. Administers and manages Department-wide policies and plans that guide daily operations, assessing threats and risks, estimating resource needs, and charting future Department strategies. Leads a diverse workforce of law enforcement officers and civilians towards successful achievement of the Department's vision, mission, and goals. Provides an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Develops a work environment where workforce diversity and individual differences are valued and leveraged to achieve the vision and mission of the Department. Establishes and maintains effective working relationships with co-workers and various stakeholders, including Members of Congress and their staff, and high-level individuals from other legislative and executive agencies. Maintains effective communication with the House and Senate Appropriations Committees, the Committee on House Administration, and the Senate Committee on Rules and Administration, in coordination with the ACOP/CAO. Oversees strategic planning, programming, and budgeting-executing resources (human, financial, material, and information) with a demonstrated understanding of the concepts of resource/cost/risk management within a business environment.
