Job Description:

You will serve as a INTERDISCIPLINARY ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST in the ENVIRONMENTAL DIVISION of NAVFAC SOUTHWEST.
This position has a Selective Placement Factor (SPF) if applying for the Environmental Engineer (0819) series which is - current registration as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico. You MUST provide a copy of your current registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implementing assessments to ensure environmental compliance with the Clean Water Act and recommend solutions to environmental issues; 2) Preparing official correspondence, point papers, reports, and environmental permits and related documentation in compliance with federal, state, and local laws associated with the Clean Water Act; 3) Leading or assisting others in managing, administering, and providing environmental support for the Clean Water Act Program and other environmental program areas; and 4) Interpreting and applying laws, regulations and standards applicable to the Clean Water Act and other environmental laws, regulations, and standards. You will develop and oversee environmental compliance initiatives by establishing procedures that ensure mission activities and facility operations meet all environmental regulations, regarding water usage, discharge, and pollution control.
You will provide guidance to internal environmental specialists, engineering teams, and the Environmental Compliance Core by reviewing project plans, conducting risk assessments, and ensuring alignment with environmental performance objectives
You will lead and manage the Clean Water Act (CWA) regulated discharges by preparing permit applications, coordinating with regulatory agencies, and maintaining compliance through monitoring, recordkeeping, and timely renewals or amendments.
You will administer the CWA Program by conducting site inspections, developing stormwater pollution prevention plans (SWPPPs), implementing best management practices (BMPs), and correcting identified deficiencies through corrective action plans.
You will Interpret and apply environmental regulations by conducting regulatory reviews, advising command leadership on compliance obligations, and incorporating changes into existing environmental management systems (EMS).
