Job Description:

The incumbent typically supervises 15-20 MSAs from GS-5 to GS-7 level in an assigned group of clinical areas that arealigned with a clinical service or in a combination determined by management. They have full supervisory responsibility over assigned MSAs. Supervisory MSA will maintain a constant presence in the clinical setting where interaction with physicians, nurses and other staff can occur.

MSAs must be proficient in spoken and written English in accordance with VA Policy. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements above, all applicants must also meet the following grade requirement for a Supervisory Medical Support Assistant, GS-0679-8. They must have one (1) year of experience equivalent to the GS-7 grade level and also be able to demonstrate the KSAs listed below: i. Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements. ii. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. iii. Ability to provide briefings, orientations, staff development, and training in a patient support setting. iv. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. v. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment. Physical Requirements: The work is primarily sedentary with prolonged periods of sitting. Duties Include: The incumbent works from an office within a clinical setting and is delegated full authority to manage, supervise, and administer the various functions within a HAS-supported group of assigned clinics. Responsible for evaluating, determining and adjusting staffing needs on a daily basis to accommodate patient flow through clinical areas. Ensures administrative procedures are accomplished in accordance with directives and established guidelines and within established timeframes. The incumbent analyzes workload trends and adjusts staffing accordingly. Clinical Chiefs will look to the incumbent for day-to-day operational guidance and implementation - relieving them for pursuit of their clinical duties. The success of the incumbent in the above roles translates directly to the success of the clinics and the Medical Center's Ambulatory Care Program. The Supervisory MSA works collaboratively in an interdisciplinary coordinated care delivery model (i.e. PACT) and ensures all related duties; customer service and other duties assigned for the proper and timely treatment of patients such as appointment schedules are maintained by MSA staff for one or more outpatient clinics. MSAs must assist with clinic access contingency plans by adjusting appointment times, location, or dates as well as shift patients to other healthcare providers as conflict with staffing and/or coverage occurs. Incumbent is responsible for establishing meetings and training to discuss work problems, adoption of new clinic work processes, and in-service training. With input from staff, formulates training plans for all new employees and refresher training for existing employees. Schedules and encourages participation of employees in various Medical Center training programs and career development courses. Coordinates and establishes standardized written procedures and special instructions for non-routine and complex clinic-support assignments for staff. Under the direction of Senior HAS managers, coordinates with other HAS and Clinical supervisory staff to ensure standardization of procedures throughout service and section.
