Job Description:

You will serve as a CIVIL ENGINEER in the UTILITIES MANAGEMENT DIVISION in the Public Works Directorate in the of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND PACIFIC. A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector 1.) applying civil engineering concepts, theories, principles, practices, and techniques necessary to plan, design, construct and maintain wide variety range of shore based engineering projects; 2.) demonstrating architectural and engineering fields and their associated impacts as related to civil engineering design; 3.) utilizing software and other computer systems and software specific to civil engineering design and analysis 4.) budgeting, planning and project management techniques and full compliance with policy guidelines. You will provide professional engineering consultation and advice on utilities plants and distribution/collection systems planning, programming, design, construction, operations and maintenance.
You will serve as a Senior Civil Engineer performing a wide range of professional engineering duties within the geographic region assigned to the Command.
You will serve as technical specialist in the civil engineering professional discipline and assumes leadership roles in responding to new and ongoing Command initiatives relating to civil utilities, water and wastewater utilities.
You will provide complete analyses of advanced water and wastewater utility systems that provides a detailed model of performance and economics and enables accurate assessment of changes in design, operation, maintenance costs, utility rates, etc.
You will be responsible for leading the planning, coordination, and execution of highly complex utility engineering master plans, evaluations, and operation and maintenance of civil water and wastewater utility systems and plants.
