Job Description:
This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2025.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-5 level. For a GS-09 position you must have served 52 weeks at the GS-7 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of specialized experience would typically include, but are not limited to: Performing inventory management and control with non-expendable equipment assets within a healthcare facility; Coordinating short, mid and long range planning of equipment assets and making recommendations on replacing equipment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education OR superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a graduate degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing equipment turn-in and excess procedures making recommendations on the reutilization or scrap of excess property; maintaining inventory control records in an automated system; managing a property management program and determining the means and methods to resolve issues and improve operations; Determining required sources of equipment, purchase card program and simplified acquisition procedures; Researching and analyzing information to include tracing sequences of inventory management transactions; Advising on the management, control and accountability of equipment in use. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one a master's or equivalent graduate degree OR two (2) full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. Physical Requirements: Involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the EIL. A great amount of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers. Conducts short, mid and long-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools. Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Participates in VISN and facility strategic planning to support major and minor construction projects, activation of new facilities, and reuse of existing space involving multi-million dollar projects. Exercises Ordering Officer Authority in determining best value and contract sourcing. Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment. Coordinates final disposition of NX assets, including the reutilization program; organizes requirements of hazardous materials disposal, IT sanitization control; and appropriate shipment and transfer method. Makes decisions and commitments for the VA HCS and catchment area on equipment that materially affects the health care mission of Veterans. Uses automated property management systems to manage the facility property accountability program, create equipment records, research discrepancies, conduct inventories, bar code equipment and manage turned in excess property. Identifies and rectifies asset management issues with other Services, VISN-level staff, or support contractors. Coordinates final disposition of NX assets, including the reutilization program; organized requirements of hazardous materials disposal, IT sanitization control; and appropriate shipment and transfer method. Manages and controls NX assets for a VA HCS and supported catchment area. Ensures equipment accountability at each service line is appropriately managed, assigned, and monitored through the monthly 5% inspection program. Manages and controls all inventory transactions for non-expendable medical equipment requests and transactions. Initiates Report of Survey (ROS) for lost, damaged or stolen property. Resolves inventory problems requiring extensive and exhaustive research of receipts, issues surveys and other available sources. Supports other elements of the organization and preforms other duties as assigned. Supports other elements of the organization and performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
