Job Description:
The Supervisory Program Specialist provides supervision, guidance, and assistance to Social Service Representatives (SSR) in the performance of their duties. The National Call Center for Homeless Veterans (NCCHV) business line supports multiple nation-wide VA programs and facilities/business units and provides information and/or referrals to community non-profits in their area or other government resources.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/18/2025. Time-In-Grade Requirement (GS-09): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-09 position, you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that verifies your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50's that clearly demonstrates one-year time-in-grade. Please Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement with CTAP eligibility. You may qualify based on your Specialized Experience and/or education as described below. Specialized Experience (GS-09): You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience include (but are not limited to): 1) Gives advice, counsels, or provides instructions on both work and administrative matters 2) Provides supervision, guidance, and assistance to representatives in the performance of their duties 3) Analyzes individual employee and section performance and productivity on both a qualitative and quantitative basis 4) Coach and monitor employees on a monthly schedule 5) Completes daily, monthly, quarterly, and annual reports and statistical data analysis 6) Identifies problems based on relevant research and/or investigative results and makes recommendations for resolution 7) Prepares and presents information, recommendations, and conclusions based on research, analysis, and evaluation. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or a LL.B. or J.D. (if related) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of Specialized Experience and education beyond 1 full year of graduate level education. You will be rated on the following Competencies for this position: Administration and Management Lead or Supervise Project Management Quality Assurance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary with no special physical demands. Work may involve talking for long periods of time and often involves long periods of interaction at computer terminals. Major Duties include (but are not limited to): Provides administrative and human resource management functions relative to staff supervised; Develops new or proposed policies, procedures, and guidelines and make recommendations to management on the need for new or modified policies; Plans and accomplishes special projects within prescribed timelines; Completes performance appraisals on all employees in accordance with guidelines; Evaluates processes and procedures and makes recommendations to ensure effective organizational functioning; Undertakes or participates in special projects, ongoing analyses, investigations, and initiatives; Manages special projects for major programs issues of broad impact to the agency; Develops proposals and/or plans related to the implementation of new or modified programs or projects; and Recommends and/or initiates changes to standard operating procedures (SOP's) based on feedback or own observation. Promotion Potential: This GS-9 position is being announced at the full performance level. Work Schedule: Full Time, 40 hours per week. (This call center operates 24/7/365 and your shift will be anytime between Sunday through Saturday, including nights, weekends, and holidays). Hours are TBD.
